This report is Part 1 in a series that seeks to inform state and local practitioners and policymakers about young children identified as experiencing homelessness in Pennsylvania. It updates an earlier summary using data from the Pennsylvania Department of Education (PDE). Part 2 will focus on data from the HUD Continuum of Care System in Pennsylvania and other sources.

West Philadelphia is known for celebrating creative people – musicians, performers, visual artists, craft creators and more. As the fall season settles in and the air becomes crisp, there is an exciting opportunity to bring neighborhoods together with the 10th Annual Halloween-themed HopePHL Neighborhood Advisory Committee (NAC) House, Block and Business decoration contest! While Halloween is known for its spooky costumes and candy galore, turning the annual event into a fun, community-wide activity offers more than just a chance for creativity and a few frights—it has fostered a sense of unity, safety, and holiday spirit among residents. HopePHL’s NAC uses the perennial contest to promote their services, supported by funding from the City of Philadelphia Division of Housing and Community Development. The NAC assists community members with delinquent Property Taxes, Mortgage Foreclosure Prevention and Tangled Title deed issues. The NAC also connects residents to many City Services like 311 and City ID and assistance with utility costs. West Philadelphia residents are eligible to participate for Best Home and Best Block categories by submitting photos of the festively decorated exterior of their West Philadelphia home or a group of homes from the same block. Lancaster Avenue businesses between 34th and 48th Streets are invited to participate in the Best Business category, too.
